This project is a scoping study on scaling and sustaining Savings Groups (SGs) and Village Savings and Loan Associations (VSLAs) in Rwanda, commissioned by CARE International. The study analyses the current landscape of savings groups, assesses their performance, and identifies opportunities and challenges affecting their sustainability and scale.

Through consultations with stakeholders — including savings group members, village agents, government institutions, and financial service providers — the study proposes a standardized, sustainable community-based model, along with a scalable business plan, capacity-strengthening strategy, and a monitoring, evaluation, accountability, and learning framework.
